Shuting “Ting” Chen is an immigration specialist and former immigration judge. She began representing asylum-seekers in 2007 as a student attorney at the Harvard Immigration and Refugee Clinic. After graduation, she worked at private immigration firms, representing numerous clients before federal agencies, immigration courts, and federal courts. Her work focused on asylum, family-based immigration, naturalization, and litigation. She was named a Super Lawyer Rising Star from 2015 to 2021, and became a California State Bar Certified Specialist in Immigration and Nationality Law in 2018.

Between 2020 and 2022, Ms. Chen was a Staff Attorney at the Ninth Circuit Court of Appeals, conducting research and advising judges on complex immigration issues and cases. In 2022, Ms. Chen was appointed an immigration judge in San Francisco. In her role on the bench, she presided over thousands of hearings, adjudicating hundreds of asylum claims and issuing countless decisions related to removability, asylum, withholding of removal, protection under the Convention Against Torture, cancellation of removal, adjustment of status, waivers, and more.

Ms. Chen is a graduate of the University of Oklahoma and Harvard Law School. She is admitted to the State Bar of California.
